Introduction
The purpose of the sim transition policy is to outline the steps necessary for a developmental simulation in Trek Operations to progress into a full simulation in UCIP. The ultimate goal of the sim development process is to create sims that can qualify as full UCIP sims. Development, by its very
nature, is intended as a building period, not as a permant status for any simulation.
Sims Entering Development
When a simulation is formed in UCIP, it will be granted developmental status. Developmental sims may be granted the use of listservs and UCIP
webspace. They may also recruit on the UCIP site, with the proviso that their sim will be listed as being developmental. Developmental Sim COs, XOs, and 2XOs are to be subscribed to the captain’s and trek-captains’s list.
For a sim to be eligible for developmental status, it must have:
- a CO and XO. The CO must hold the rank of Lieutenant Commander, or higher.
- 2 of the 3 major department head positions (Security, Engineering, Medical) filled
- 4 members, excluding the CO and XO.
- The CO and XO should be students or graduates of their respective Academy
- Command Courses. This requirement may be waived if the Academy is unable to offer the Command course or with Fleet Command approval. For a multisim orhybrid sim, enrollment and/or graduation from either e-mail command or IRC command is appropriate.
- Specifications for Trek R&D approval. The developmental sim may change ship information (class, deck layout, etc) during development.
Developmental Sim applications must be approved by the Fleet Commander, Division Commander, and the President of UCIP before the sim begins its developmental period. If the request is granted, the simulation will be given a developmental period of 6 months.
Sims that are unable to meet these qualifications are encouraged to seek subsim status, by contacting the command team of other full UCIP
simulations.
Sim Transition
Developmental sims should be monitered by Fleet Command. Fleet Command retains the authority to dissolve a
developmental sim if it continually fails to meet Fleet standards.
A simulation shall have the following before being considered for trials:
- Minimal Crew of 6 for Email and 4 for IRC (excluding CO/XO)
- At least 40% single simmer ratio
- Finalized ship specifications approved by R&D (changes during development require R&D ratification)
- Simulation website must be complete and functional (i.e. no broken links or missing graphics)
- Timely Sim Reporting for the last 2 months
In the past, a 4 week “trials” system was used to evaluate a simulation and to determine if it meet the standards for full ship membership. Recent of the
trials system has shown it to have undesirable consequences. For one, recruiting qualified evaluators has proved problematic. If individuals
volunteer to evaluate developmental sims, but fail to provide commentary at the end of the trials period, it leaves the Division Commander with less
information to use. Also, the trials system made developmental simulations  unusually vulnerable to unexpected events, such as a sudden LOA by a command
team member.
As such, it will be the policy of Trek Operations to determine whether a sim qualifies to be a full UCIP simulation on a case by case basis, pending the
approval of the Fleet Commander, Division Commander, and the President of UCIP.
Should a SIM apply for full sim status and it not be granted, the sim will remain in development for another 180 days. After those 180 days, it may
reapply for full sim membership.
Appeals
If a Developmental Sim CO believes that his or her simulation is being dissolved for unfair reasons, they may file an appeal with Trek Command. If
the appeal is approved, the Developmental sim may be given additional time before being considered for full sim status. However, it should be noted
that Trek Command is unlikely to overrule the Fleet Command except in those cases where definitive misconduct exists. Trek Command is the final
authority on the decision to dissolve a developmental sim. As approval to transition a Developmental Sim to a full UCIP sim requires presidential
approval, there is no appeals process for that action.
